Co-operation between Lapland and Murmansk region has been active since beginning of 1990. Co-operation has been vivid from time to time and it has been done with good results. However, co-operation has been disconnected and uncoordinated. The database was created to facilitate and structure the collaboration. It is meant to give answers about the educational systems of Lapland and Murmansk region, what kind of education is provided and where and how these two different educational systems can be compared. It is desired to be a tool for different actors of education systems: authorities, education providers, institutions and students.

The database has been created in Education in Neighbouring Regions –project, during 1.1.2006–31.3.2008.  The project was funded by Interreg III A North –program. National financier was Education Department in State Provincial Office of Lapland. The project was implemented by University of Lapland, Rovaniemi University of Applied Sciences’ Finnbarents -unit, Kemi-Tornio University of Applied Sciences, Murmansk Region Education Committee, and Murmansk State Technical University.
